‘Stop the Clock’ proposal of Omnibus 1: Approval at the level of the EU Member States

On 3 April 2025, the European Parliament approved a text on the so-called ‘Stop the Clock’ proposal, after an urgend procedure for voting had already approved on Tuesday. On 26 March 2025, the Committee of Permanent Representatives (COREPER), a subsidiary body of the Council of the European Union that prepares decisions, agreed to the so-called ‘Stop-the-Clock’ proposal.

Thanks to the urgent procedure of the EU Parliament, only the Council still has to give its final approval for the proposal to be issued in the Official Journal of the EU and thus become EU law. The Council itself advocated that the final vote be taken by June 2025 at the latest.

Background: 

On 26 February 2025, the European Commission issued the first package of proposals for reducing the administrative burden on entities. The subject of these proposals is, in particular, the so-called ‘Omnibus 1’ for amending the Accounting Directive, the CSRD and the CSDDD as well as the Audit Directive. The proposal to postpone the effective date of the CSRD and the CSDDD (‘Stop-the-Clock’ proposal) was formally submitted separately.
